Sydney Olympic Park Authority Amendment (Millennium Parklands) Bill 2026

Second Reading Debate

Debate resumed from 24 June 2026.

Mr MARK COURE (Oatley) (10:17:46):

On behalf of the Opposition, I indicate our support for the Sydney Olympic Park Authority Amendment (Millennium Parklands) Bill 2026. The bill makes several key changes to the legal framework governing land in the Millennium Parklands within the Sydney Olympic Park Authority Act 2001. First, it inserts a new section 31A into the Act, creating a mechanism for land described in new schedule 5 to be exempt from the general prohibition on sale, mortgage, compulsory acquisition or disposal that otherwise applies to all Millennium Parklands land under current section 31. Land disposed of under this mechanism permanently ceases to be part of the Millennium Parklands. Second, it amends section 32 of the Act to broaden the purposes for which the authority may grant leases, licences and easements over parklands land, replacing the current narrower purpose test with the defined category of "relevant infrastructure"—transport infrastructure and public utilities—restructuring the related subletting restrictions and providing that a plan of management does not prevent land subject to such an arrangement being used for that purpose.
